HANDBOOKS ON PLANNING AND MANAGEMENT OF THE KAGNA COMMUNITY FOREST IN THE PREFECTURE OF MÔ

The Kagna Community Forest Planning and Management Manual is developed to meet a legal requirement and a need to promote its sustainable management. It was developed with the support of the NGO ODIAE through its project “Strengthening the resilience of protected areas in Togo in the face of climate change”, financed by the European Union as part of the support program for the fight against climate change (PALCC). The process of developing this planning and management manual was participatory, inclusive and took into account the concerns and expectations of the various stakeholders, including neighbouring communities, local administrative authorities, and traditional chieftaincy. The socio-economic diagnosis conducted as part of the development of this planning and management manual shows a strong dependence of the mainly agricultural population on forest resources. This risks compromising the sustainable management of the forest. The forest inventory shows two (02) forest formations: wooded savannah with Parinari curatellifolia, Lophira loneolata, Pterocarps erinaceus, Combretum collinum, Crossopterus febrifiga, Crossopterus febrifiga, Detarium microcarpum, Detarium microcarpum, Entada africana, Combretum glutinosum and crop/fallow land with Daniela oliveri, Bridelia ferrugge Guinea, Parkia biglobosa, Sterculia setigera, Vitex doniana, Prosopis africana. This inventory also shows an impoverishment of wildlife, which is highly threatened by poaching, bush fires and habitat degradation. Administrative, legal, social and social constraints, obstacles, assets and opportunities, as well as those related to the natural environment and the state of the forest, were identified and guided the definition of management objectives. In general, the development is guided by the concern to conserve the Kagna community forest in order to enhance its ecological, cultural and landscape heritage, to combat climate change and to improve the living conditions of the local population. Specifically, it aims to protect, restore and promote local development. To achieve this, based on the analysis of plant formations, the socio-economic environment and environmental issues, four (04) programs were defined: the protection program, the restoration program, the community development program, the community development program, the partnership development program and resource mobilization. The implementation of this planning and management manual will have both positive and negative environmental, social and economic impacts. The negative socio-economic impacts of implementing the planning and management manual essentially boil down to the reduction of access to resources and the use of space. To this end, the planned mitigation measures are of an organizational and technical nature that are sufficiently developed in the various development programmes. For the implementation of these various programs over the next three years, a budget of one hundred three million nine hundred fifty-one thousand six hundred (103,951,600) CFA francs will be required. This budget includes the following items of expenditure: the carrying out of development work, the acquisition of equipment, operation, and the financing of social projects. Revenues mainly based on the sale of honey and ecotourism are estimated at ninety thousand (420,000) FCFA. The Financial Report shows a deficit of one hundred three million five hundred thirty one thousand six hundred (103,531,600) FCFA. This deficit should be filled by contributions from the investment and equipment budget (BIE) of the ministerial departments involved in the field, the national forest development fund (FNDF), the contributions of NGOs in particular ODIAE and technical and financial partners in this case: the ITTO, the FPCF, FEM, the GEF, the FEM, the green climate fund, the EU, the FAO, the UNDP, the world bank, the world bank, the financial partners in this case: the ITTO, the FPCF, FEM, the FEM, the green climate fund, the EU, the FAO, the UNDP, the World Bank, the World Bank, the ADB, in this case: the ITTO, the FPCF, FEM, the FEM, the Green Climate Fund, the EU, the FAO, the UNDP, the World Bank, the World Bank, the ADB, microfinance from the Global Environment Facility (PMF/GEF) .The manual for the planning and management of Kagna Community Forest is developed to meet a legal requirement and a need to promote its sustainable management.
